Do I need an arborist report before lodging a DA?

Answered and approved · Planning · kept in 1 place

Not always. An arborist report or tree survey is generally required where the proposed development has the potential to impact a protected tree, including a protected tree on an adjoining property or public land.

You do not automatically need an arborist report for every DA. The need depends on the trees present and whether the proposed works could affect them.

An arborist assessment may be needed where, for example:

  1. an existing protected tree may be affected by the proposed building, driveway or excavation;
  2. works extend into a protected tree's Tree Protection Zone (TPZ);
  3. a protected tree is proposed to be removed or significantly impacted; or
  4. a protected tree on a neighbouring property or public land could be affected by the works.

ACT Planning specifically advises applicants to consider whether they need “a report and tree survey by a qualified arborist” and a Tree Management Plan when existing trees may be affected.

Example: If a proposed dual occupancy is well clear of existing protected trees and their TPZs, an arborist report may not be necessary. If excavation for the dwelling or driveway extends into a protected tree's TPZ, arborist information and a Tree Management Plan may be required.
